On June 2โ3, 2026, the Philippine Tax Academy โ Local Government Finance Institute (PTA-LGFI), led by LGFI Chancellor Ma. Pamela P. Quizon, conducted an Executive Diagnostic, Strategic Coaching and Mentoring Program for Sagay City, Negros Occidental. The engagement brought together Mayor Leo Rafael M. Cueva, members of the Local Finance Committee, representatives from the Sangguniang Panlungsod, and key department heads to examine the Cityโs fiscal position, revenue mobilization opportunities, local economic enterprise performance, and priority reform areas toward sustainable and resilient local governance.
The coaching and mentoring sessions focused on fiscal sustainability, local revenue mobilization, real property tax administration, local economic enterprises, and rationalization of fees and charges. Using Sagay Cityโs fiscal and operational data as the basis for analysis and discussion, participants engaged in executive-level conversations on strengthening locally sourced revenues, improving cost recovery mechanisms, enhancing enterprise sustainability, and identifying strategic reforms to support long-term fiscal resilience and effective public service delivery.
The engagement forms part of PTA-LGFIโs continuing technical assistance initiatives aimed at helping local government units strengthen fiscal governance, improve public financial management, and promote evidence-based decision-making through executive coaching, mentoring, and capability development programs.
