Session 2 – Digital Customs Modernization and Trade Facilitation: Driving Efficiency, Transparency, and Global Competitiveness
In today’s interconnected global economy, customs administrations play a critical role not only in revenue collection but also in facilitating legitimate trade, strengthening border security, and enhancing national competitiveness. As international commerce becomes increasingly digital, customs authorities must continuously modernize their systems,
streamline processes, and leverage technology to deliver faster, more transparent, and more efficient public services.
BOC Deputy Commissioner Atty. Agaton Teodoro O. Uvero called for a fresh look at the Customs Modernization and Tariff Act (CMTA), then he walked through the Bureau’s digitalization push centered on its Customs Processing System and an eight-pillar Digitalization Roadmap spanning system modernization, cybersecurity, interoperability, and an improved client service. Ms. Lucil Q. Vicerra, Indirect Tax Services Leader at SGV & Co., welcomed the progress but pressed the point that the government and the private sector need to keep working together to sustain it.
Key Takeaways:
ü Customs modernization is an economic imperative. Efficient, technology-enabled customs systems facilitate trade, strengthen border security, improve revenue collection, and enhance the country’s global competitiveness.
ü Digital transformation extends beyond technology. Sustainable modernization requires policy reforms, institutional strengthening, organizational readiness, cybersecurity, and interoperable systems working together.
ü Partnerships drive meaningful reform. The successful modernization of customs administration depends on continuous collaboration between government, the private sector, and the broader trading community.
The session amplified a message fundamental to the forum: building a future-ready tax administration requires not solely digital transformation, but also the continuous modernization of policies, institutions, and professional competencies. By learning from both Philippine experience and global best practices, the country is better positioned to strengthen tax compliance, improve revenue administration, and support sustainable economic growth.
