Usec. Maria Francesca M. Del Rosario of DBM’s Information and Communications Technology Group presented the department’s digital governance initiatives, including DBM COMPASS, the Open Budget Portal, the Budget and Treasury Management, Project DIME, DBM Blockchain, and the Public Financial Management Roadmap 2024-2028. She emphasized that success should be measured by the public value these systems create, not by how many get launched. Meanwhile, Atty. Cecilynne R. Andrade, City Assessor of Valenzuela, brought the discussion down to the local level. She showed how these national reforms are playing out in real property tax administration and citizen-facing services on the ground. Her presentation highlighted the critical role of local governments in advancing the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA) and modernizing local fiscal administration.
