Successful digital transformation begins long before new technologies are deployed. It requires enabling policies, robust digital infrastructure, capable institutions, and a clear national vision that empowers government agencies to innovate and deliver better public services.
Usec. Sarah Maria Q. Sison, DICT Undersecretary for Policy and Legal, made the case that digital transformation is “no longer optional” for governance and economic growth. She discussed how the Real Property Valuation and Assessment Reform Act (RPVARA) is reshaping local government finance and described DICT’s work with the Bureau of Local Government Finance to automate real property tax administration nationwide, including in areas with limited digital infrastructure. She also gave a preview of two bills moving through the legislative pipeline—the Konektadong Pinoy Act and the E-Governance Act—both aimed at expanding digital services and infrastructure.
