Integrated Leadership Panel – From Ideas to Action: Shaping the Road Ahead for Tax and Revenue Administration

“Leverage technology and artificial intelligence as tools but remember that true innovation begins with people.” 

The PTA 16th Anniversary Forum concluded with an engaging Integrated Leadership Panel that brought together leaders from the Department of Finance family, national government agencies, local government, and international experts to reflect on the day’s discussions and identify the priorities that will shape the future of tax and revenue administration in the Philippines. Rather than revisiting individual presentations, the panel synthesized the Forum’s collective insights into a common vision for the road ahead.

Moderated by PTA President Gil S. Beltran, the discussion gathered the event’s speakers: BIR Deputy Commissioner Atty. Larry M. Barcelo, BOC Deputy Commissioner Atty. Agaton Teodoro O. Uvero, DBM Undersecretary Maria Francesca M. Del Rosario, Valenzuela City Assessor Atty. Cecilynne R. Andrade, and Huawei Technology’s very own – Dr. Richard Needs and Mr. Terence Yang. They altogether affirmed that while institutions may perform different mandates, they share a common responsibility of building a tax and revenue administration that is more efficient, transparent, innovative, and responsive to the needs of the Filipino people.

The themes carried through the discussion are:

  • Digital transformation begins with leadership. Technology can accelerate reform, but meaningful transformation starts with leaders who embrace innovation, champion change, and cultivate a culture of continuous learning across their organizations.
  • Collaboration is the foundation of modern governance. The panel emphasized that no agency could modernize in isolation. Interoperability, secure data-sharing, and stronger collaboration among national government agencies, local governments, development partners, and the private sector are essential to delivering seamless and citizen-centered public services.
  • Institutions—not technology alone—drive lasting reform. Digital platforms and artificial intelligence are powerful enablers, but their success depends on sound governance, capable institutions, clear policies, and a professional public service equipped with the skills to manage change responsibly.
  • Innovation must always create public value. The ultimate measure of modernization is not the sophistication of technology, but its ability to make government more transparent, improve taxpayer services, strengthen compliance, facilitate trade, empower local governments, and earn greater public trust.

 

Message to Future Leaders

Closing the forum, panelists urged the next generation of tax and revenue administrators to stay committed to public service, embrace change, and pursue reforms with resilience. Technology and artificial intelligence, they agreed, are tools in the service of people, not replacements for them. The panel’s final call was to give younger public servants room to bring in new ideas, while safeguarding the independence and integrity of the institutions they serve.
