PTA-IRI Supports BIR’s Competency-Based Hiring through a Two-Part Workshop Series

 
The Philippine Tax Academy – Internal Revenue Institute (PTA-IRI) continues to support the Bureau of Internal Revenue’s capacity-building efforts through a two-part workshop series on the Integration of the Competency Management System (CMS) to Recruitment, Selection, and Placement (RSP). The first part was conducted on August 24–27, 2026, at the Quest Plus Conference Center in Clark, Pampanga.
Conducted by Subject Matter Expert Ms. Jocelyn Linsao-Ng, the four-day workshop brought together 100 BIR officials and personnel from the National Office, the Administrative and Human Resource Management Division (AHRMD), and the Assistant Regional Directors of the Revenue Regions. PTA-IRI Chancellor Atty. Raymond Alikpala and Vice Chancellor Ma. Lourdes Dedal, together with BIR Assistant Commissioner for Human Resource Development Service (HRDS) Marivic Galban, also attended the workshop,
The session focused on strengthening the integration of competencies into the BIR’s RSP processes, providing objective and measurable standards for assessing candidates alongside existing Qualification Standards. Participants also reviewed and revised the Bureau’s RSP manual and developed additional policies, processes, and tools aligned with Civil Service Commission (CSC) implementation guidelines toward Competency-Based Human Resource Management System (CBHRMS).
 
The activity forms part of the 2026 PTA-BIR initiative to strengthen the Bureau’s compliance-focused HR practices and promote a more integrated, competency-driven approach to recruitment, selection, and placement. The second part of the workshop is scheduled for September 15–17, 2026.
Through these initiatives, PTA-IRI reaffirms its commitment to supporting the BIR in advancing HR excellence and institutionalizing competency-based practices.
