The Philippine Tax Academy–Internal Revenue Institute (PTA-IRI), in partnership with the Bureau of Internal Revenue (BIR), successfully conducted another milestone training under its Competency-Based Job Description (CBJD) Workshop Series. Held at Widus Hotel in Clark, Pampanga from June 9 to 11, 2025, this session gathered 127 participants from BIR’s regional and central offices for a comprehensive CBJD Introduction and Background for Regional Offices.
Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal led the PTA-IRI delegation, reaffirming the Institute’s role not only as a training provider, but also as a strategic enabler of institutional reform. Together with Training Specialists Mr. Rovan Lopez and Training Associate Mr. Martin Carlos, the IRI team provided coordination, facilitation, and technical assistance across all workshop activities.
Opening the workshop, Assistant Commissioner Marivic Galban emphasized that transitioning to a competency-based system is a strategic move crucial to the Bureau’s modernization efforts. The workshop’s participatory approach featured the collaboration of BIR’s Technical Working Group, Assistant Commissioners, and regional representatives to align CBJDs with operational realities.
The workshop was facilitated by Subject Matter Expert Ms. Jocelyn Linsao-Ng, whose sessions focused on competency alignment, stress testing, scenario planning, and multi-dimensional validation methods such as behavioral, content, and criterion-related validation. Participants engaged in asynchronous assignments, scenario testing, and internal reviews to ensure CBJDs are responsive, strategic, and performance-aligned.
“This workshop reflects PTA-IRI’s deepening role in shaping competency-driven HR systems within the Bureau,” said Chancellor Quizon in her closing message. “By reinforcing technical standards, clarity, and accountability in job design, we support not only performance improvement but institutional excellence.”
The session continues to build momentum toward embedding a fully integrated Competency Management System across all levels of the Bureau. PTA-IRI remains steadfast in delivering high-impact programs that support a future-ready and citizen-centered revenue administration.
