The Philippine Tax Academy–Internal Revenue Institute (PTA-IRI) successfully launched the first of a ten-part training series under its Competency Management System Development (CMSD) Program, in partnership with the Bureau of Internal Revenue (BIR). Held at Park Inn by Radisson Clark, Pampanga, this three-day face-to-face training focused on Competency-Based Job Description (CBJD) Writing, a vital step in the BIR’s journey toward a more responsive, data-driven, and merit-based human resource management system.
Heading the BIR delegation were Deputy Commissioner Teresita M. Angeles and Assistant Commissioner Marivic A. Galban, together with the Personnel Division of the BIR. Their active support and participation underscored the Bureau’s strong commitment to institutionalizing competency-based human resource practices across the organization.
The PTA-IRI workshop was spearheaded by Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal, with support from Training Specialist Rovan Lopez. Their active involvement underscored the Institute’s unwavering commitment to strengthening the capacities of public sector professionals through responsive and impactful training initiatives.
Gathering 95 participants from various groups across the BIR, including HR officials and technical working group members, the workshop aimed to strengthen the Bureau’s Recruitment, Selection, and Placement (RSP) systems through competency integration. The activity is aligned with the PRIME-HRM indicators of the Civil Service Commission and supports the BIR’s organizational developmental agenda.
Resource speaker Ms. Joyce Linsao-Ng, a recognized expert in competency modeling, led the training and guided participants through the principles of CBJD crafting, the Competency Management System architecture, and integration frameworks. Participants engaged in structured learning activities such as job family mapping, functional description analysis, and the “World Café” critiquing method, which fostered peer review and collaborative output refinement.

The CMSD training series will continue over the next nine months, with each session designed to build institutional capacity and deliver tangible outputs toward full competency integration in the BIR.
