    This program is designed to improve the understanding and commitment to ethics and integrity in the public service, particularly in public finance and management, and to equip the civil servants particularly the revenue and tax collectors and administrators in the DOF family who are prone and at risk in corruption.  This program is consists of courses that tackle integrity and anti-corruption strategy particularly in the Finance Sector/Services that will help and observed and reduced corruption. This course will also provide an intensive discussion on compliance and integrity culture that promotes ZERO-corruption tolerance that will set and inculcate in the behavior of the new entrants from the BIR, BOC,  and BLGF in the public service.

    Public Accountability Seminar

    This course is composed of two (2) modules that will take a deep dive into the norms of conduct of public officials and employees including guidelines on the submission of Statement of Assets, Liabilities, and Net worth (SALN). It was also  was designed to capacitate revenue collectors on the salient features of RA No. 6713, including rules and regulations affecting their functions, that will ultimately redound to the national interest in attaining the highest standard of public service in the country with the resounding trust of the public. Further, the course has online exercises, including case lets, real-life videos and other reading materials that will help the participants to reinforce a broader spectrum in understanding this course.

    Basic Course on Customs Management and Administration

    This basic course was excerpted in the Bureau of Customs Onboarding Program that offers opportunities for new and old employees in the Department of Finance (DOF) and other DOF attached agencies to navigate the various domains in the customs management and administration. By inculcating the basic information and functionalities of the organization, the employees will have an overall understanding of why what and how the organization operationalizes. This online training is a catalyst for the DOF employees specifically the newly hired employees assigned in the Revenue Operations group, By educating new entrants including old employees in the DOF family; this training will allow them to become more knowledgeable in supervising and becoming more productive in carrying out their duties and responsibilities as a Public Servant.

    This program is developed specifically to be undertaken by the newly hired employees from the Bureau of Internal Revenue, Bureau of Customs, and the Bureau of Local Government Finance. This program will provide general knowledge on revenue generation functions of the Department of Finance and Philippine tax concepts and principles as well as the Philippine government initiative programs, risk management, rules compliance, personality development, and other inter-agencies functionalities in both revenue and non-revenue generating agencies.

    This course is developed for newly-hired revenuers from any functional group. It aims to prepare them in performing their assigned tasks and achieving their goals and objectives. The course serves as the basic course for technical trainings.

    Participants will be provided with the basic knowledge on taxation concepts and overview of all internal revenue taxes – definitions, BIR’s processes from registration to filing & payment, and all compliance requirements.

    The course is designed to orient new entrants of the Bureau of Internal Revenue (BIR) to identify the agency’s mission-vision, thrusts as well as the services available to its clientele.  This also includes basic areas of personnel administration, performance management system and employee benefits and career growth and development programs. Likewise, participants must be aware of the professional behavior that the organization requires including laws and regulations affecting their employment to give them greater sense of commitment from their work.         

    The course also equips the participants with knowledge on the BIR operations enabling them to build an effective and cooperative work group.

    The Technical Writing Course is for BIR officers and employees who prepare the written communication that ranges from the usual (business letters, memos and e-mails) to the more specialized documents (revenue issuances, manuals, reports and proposals).  The course develops the participants technical writing skills necessary to communicate information gained through the business operations of the bureau.  Participants are expected to write their communication outputs clearly, concisely and accurately.

    Introduction to Gender and Development (GAD) is an online course designed to provide BIR employees with the knowledge and awareness about GAD amidst the “new normal” when face-to-face training is not possible.  It is self-paced and can be accessed anywhere within a given period of time through the BIR’s e-learning platform. 

    There are three learning modules.  The first module focuses on the history of GAD and women’s rights.  The second module discusses gender-related concepts and how social institutions contribute to the continuation of gender issues/biases. The third and last module highlights the BIR’s GAD accomplishments.  Different GAD programs, activities and projects being implemented in the National and Regional Offices are presented.
