Philippine Tax Academy?
The Academy was established and created under Republic Act No. 10143 and mandated to train, mold, enhance and to develop capabilities of tax collectors and administrators to help improve their tax collection efficiency to become competent and effective public servants.
We envision to be a world-class tax academy that transforms institutions on customs, tax, and public finance administration. We are committed to:
- Providing appropriate trainings and continuing education to support the government’s revenue generation efforts towards nation building.
- Professionalizing learners, stakeholders, and employees to facilitate faithful and ethical compliance with tax laws, rules, and regulations.

Foundation Course on Local Government Finance for Newly Elected Officials of Local Government Units August 05-07, 2025
With the goal to empower newly elected leaders with the tools to govern wisely, the Foundation Course on Local Government Finance delivered a transformative three-day experience from August 5-7, 2025, at the Diamond Hotel, Manila. Designed to build fiscal leadership and deepen understanding of financial decentralization, the training tackled critical topics such as budgeting, local taxation, resource mobilization, and sustainable development strategies.
From planning economic enterprises to financing local development, participants gained practical insights and actionable skills to drive transparency, accountability, and innovation in their communities. This course marked a bold step toward developing stronger, more responsive local governance across the Philippines.
CBJD Validation Workshop | Batch 4 | June 2–4, 2025 | Widus Hotel, Clark
PTA–IRI and BIR continue advancing competency-driven HR reform with the successful completion of the 4th CBJD Workshop. With 100 BIR staff participating, the workshop focused on the validation of job descriptions for Recruitment, Selection, and Placement (RSP).
Led by Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal, and facilitated by SME Ms. Jocelyn Linsao-Ng, the event featured stress testing, scenario application, and real-time feedback from Assistant Commissioners.

The Philippine Tax Academy–Internal Revenue Institute (PTA-IRI) continues to lead the Bureau of Internal Revenue’s HR transformation with another successful run of its CBJD Validation Workshop, held at Widus Hotel, Clark, Pampanga City. With 127 participants from central and regional offices, the training focused on refining job descriptions through scenario testing, validation methods, and strategic alignment.
Led by Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal, the PTA-IRI reinforces its role as a strategic partner in institutionalizing a competency-based public service.

ISSP Training | June 26–27, 2025 | Summit Ridge, Tagaytay
PTA–IRI proudly led the successful run of the “Fundamentals of Information Systems Strategic Planning (ISSP)” course, empowering 143 public sector professionals from BIR, ARTA, DICT, DOLE, GCG, and more with the knowledge and tools for effective ICT planning.
With Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal at the helm, the two-day workshop tackled ISSP methodology, MITHI alignment, and practical exercises designed to build agency-ready digital strategies.
PTA-IRI Compliance to Competence Tax Update Training | 2025
The Philippine Tax Academy–Internal Revenue Institute continues to empower learners across sectors through its Compliance to Competence: 2025 Tax Update Training! The two-day course tackled VAT, withholding and income taxes, the CREATE Law, and Ease of Paying Taxes reforms.
Represented by Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal, PTA-IRI reaffirmed its leadership in bridging tax knowledge gaps between policy and practice.

CBJD Validation Workshop for BIR Leaders
Quest Hotel, Tagaytay City – The Internal Revenue Institute (IRI), the training arm of the Philippine Tax Academy for the Bureau of Internal Revenue, successfully led the third installment of the CBJD training series, focusing on validating previously developed job descriptions. The session emphasized the integration of behavioral and strategic competencies through real-time feedback from Assistant Commissioners.
Under the leadership of Vice Chancellor Ma. Lourdes V. Dedal, IRI continues to be a catalyst in embedding competency-based systems within the Bureau’s HR practices. The workshop culminated in strategic action planning, reaffirming IRI’s commitment to advancing human resource transformation across the tax sector.
PTA–IRI x STSRO | Fiscal Policy & Tax Training | May 8, 2025 | Senate of the Philippines
The Philippine Tax Academy–Internal Revenue Institute kicked off its partnership with the Senate Tax Study and Research Office (STSRO) through a one-day course on taxation, fiscal policy, and customs. The session brought together 21 STSRO officers and featured expert lectures from BIR, BOC, LGFI, and PTA.
With Chancellor Ma. Pamela P. Quizon leading the PTA team and receiving high evaluation scores, this successful pilot opens the door for a full training series on the “Fundamentals of Fiscal Legislation” tailored for Congress staff.

CBJD Writing for Recruitment, Selection, and Placement
Tagaytay City – The Philippine Tax Academy–Internal Revenue Institute (PTA-IRI) continues to strengthen the Bureau of Internal Revenue’s (BIR) capacity to institutionalize a Competency-Based HR system with the successful rollout of the second CBJD workshop under the CMSD series. With Vice Chancellor Ma. Lourdes V. Dedal, representing the PTA, the event brought together BIR Operations and Legal Group personnel to develop and validate CBJDs aligned with PRIME-HRM.
Through IRI’s structured training design and the expert guidance of Ms. Jocelyn Linsao-Ng, participants crafted practical, job-aligned outputs that will directly improve the Bureau’s recruitment and placement mechanisms. The IRI proudly champions these efforts as part of its mission to professionalize tax administration through competency-driven learning.

Launch of the CMSD Workshop Series
Clark, Pampanga – The Internal Revenue Institute (IRI) led by Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal of the Philippine Tax Academy launched its groundbreaking Competency-Based Job Description (CBJD) workshop series in partnership with the Bureau of Internal Revenue. The first batch focused on aligning HR processes with PRIME-HRM goals through structured CBJD writing and validation techniques.
With IRI at the helm, and expert resource speaker Ms. Joyce Linsao-Ng facilitating, 95 BIR personnel completed the foundational workshop that sets the stage for a full competency integration in BIR recruitment and performance systems. The IRI proudly leads these efforts to build a more strategic and professional tax workforce.
