The PTA is committed to delivering exceptional services to its stakeholders and clients, ensuring that the learning management processes are effectively disseminated to target and rectify deficiencies and competency gaps in each learner. The Learning Management Service (LMS) serves as the foundational process of the Academy, adhering rigorously to its four key stages: Analysis and Assessment, Development, Implementation, and Evaluation.

i

Assessment

The Learning Needs Assessment (LNA) process stands as a pivotal component within the LMS. Serving as a fundamental step, LNA acts as a catalyst in pinpointing the requirements and performance expectations related to the knowledge, skills, and proficiencies essential for an organization’s workforce to bridge existing learning gaps. By discerning the learners’ needs and deficiencies, we can tailor and deliver precise training programs to fulfill the learning requirements of the employees effectively. Addressing these needs and targeting areas for enhancement will facilitate the enhancement of competencies, enabling employees to execute their roles with heightened efficiency and efficacy.

Implementation

The training team structure comprises a Training Coordinator, Facilitator, and Documenter to support a class size of thirty (30) learners. For every additional group of ten (10) learners, additional training officer may be added to the team. The training process includes crucial Pre- and Post-Tests administered before and after each session. A typical training day lasts a minimum of nine (9) hours, with ten (10)-minute health breaks between modules and a one (1)-hour lunch break. Extensions are possible based on topic complexity and workshop needs.

Training sessions are delivered in various modalities, such as in-person sessions, synchronous and asynchronous online formats, and hybrid models. This adaptable approach is tailored to suit the agency’s specific requirements, fostering a dynamic and flexible learning atmosphere.

Development

The development process for curriculum and training programs are based on the learning frameworks used by the PTA which employs a fusion of competency-based and outcomes-based education and learning (COBEL). LNA results, interviews, and survey results including competency gap assessment results from the Human Resource Division/Department (if applicable) from the organization will be processed and analyze which will serve as the basis of the course/module development to accurately address the gaps and needs of participants/learners.

Evaluation

The training completion report will be submitted within 7 to 22 working days post-training, following Kirkpatrick’s Model encompassing levels 1 and 2. Individual assessment and workshop results will be disclosed upon the employee/participant’s request. All personal data, assessment outcomes, workshop results, and other training-related documentation provided by the client-agency are handled with the highest level of confidentiality
